CORTEX macros

In HAL1, there are macros defined for handling outer and inner-outer attributes for the CORTEX.

In HAL2, these macros have been removed for simpler and easier implementation.

#define OUTER(__ATTR__) #define INNER_OUTER(__ATTR__)	No more used, Inner and Outer attributes are now used explicitly with the config functions "HAL_CORTEX_MPU_SetDeviceMemAttr() / HAL_CORTEX_MPU_SetCacheMemAttr".
